Why does mould appear inside the air handler here?

Because the surrounding wetlands keep ambient humidity high, and an air handler is the coldest, dampest point in the system, which is exactly the condition that supports growth.

Older return plenums built from fibreglass duct board are especially prone, since the material holds moisture and cannot be cleaned properly once contaminated. Controlling humidity and correcting return-side leaks addresses the cause; treating the symptom with a purifier while leaving a wet plenum in place does not.

Why does a garage-mounted air handler cost more to run?

Because a garage is unconditioned and often far hotter than the house, so the cabinet and any ductwork passing through it absorb heat before the air reaches your rooms.
